我怀疑上面有两波人在打架，一波禁止代☁️另外一波建议代☁️合法化，并且数量更多，之前不是有人大提建议代☁️禁止并入刑没通过，还有人大提代☁️合法化也没有通过。而且代☁️的机构很多，并且有些医院也参与，上面怎么没有人知道呢。。。呵呵哒
