如题，楼上邻居养狗却并不遛狗，每天十一点才回家，狗在家狂叫，而且回家后在家里训练狗到深夜两点，狗狗跳来跳去像锤子锤地，经常把我从梦中震醒 求助大家，打过几次帽子叔叔电话了，只能管一两天
